Constitution Modernisation Act, 2016

LONG TITLE

An Act to Amend the Constitution, 2016

PREAMBLE

WHEREAS the current Constitution does not give recognition to the supremacy of parliament as granted by the players,

AND WHEREAS the current Constitution does not set out provisions for subdividing the realm into sub-regions,

AND WHEREAS the current Constitution does not allow for the delegation of powers to the aforementioned sub-regions,

AND WHEREAS the current Constitution does not delegate judicial power,

AND WHEREAS the current Constitution does not set out provisions for an legitimate criminal justice system,

THEREFORE Her Majesty, by and with the advice and consent of Parliament, enacts as follows:

ARTICLE 1 - AMENDMENTS TO THE CONSTITUTION ACT

  1. The PREAMBLE of the Constitution Act is amended as follows:
    1. In the pursuit of freedom, security and justice, the players of the Minecraft Server do ordain and establish this Constitution. This Constitution shall serve as the Supreme Law of the Minecraft Server. No other laws may supersede this Constitution.

ARTICLE 2 - ADDITIONAL ARTICLES OF THE CONSTITUTION ACT

  1. ARTICLE 5 of the Constitution Act shall be created and titled ‘SUBDIVISIONS OF THE REALM’
    1. (5.1) shall be created and shall read as follows:
      1. (5.1) The Realm shall be subdivided into the following classes of regions: Counties, Districts, Territories, Special Regions and Extraterritorial Regions.
      2. (5.1.a) The Realm shall be defined as the area of land that contains every County, District, Territory and Special Region.
    2. (5.2) shall be created and shall read as follows:
      1. (5.2) The following provisions pertain only to Counties:
      2. (5.2.a) A County may contain Districts.
      3. (5.2.b) A County may enact provisions pertaining to the following:
      4. (5.2.b.i) Delegation of land use within the County.
      5. (5.2.b.ii) Taxation of economic activities within the County.
      6. (5.2.b.iii) Restrictions affecting goods and/or services within the County.
      7. (5.2.c) A County shall not enact a provision that runs contrary to any national provision.
      8. (5.2.d) A new County may be created by the Government by transferring control of land within a Territory or Extraterritorial Region by enacting a relevant statute.
      9. (5.2.d.i) An existing County's borders may be altered by the Government by way of enacting a relevant statute.
    3. (5.3) shall be created and shall read as follows:
      1. (5.3) The following provisions pertain only to Territories:
      2. (5.3.a) A Territory shall not consist of any Counties.
      3. (5.3.b) A Territory may contain Districts.
      4. (5.3.c) The Government may enact legislation that pertains only to a specific Territory or specific Territories.
      5. (5.3.d) The Government may exempt a specific Territory or specific Territories from national legislation.
      6. (5.3.e) A Territory may petition the Government to be granted County status.
    4. (5.4) shall be created and shall read as follows:
      1. (5.4) The following provisions pertain only to Districts:
      2. (5.4.a) Districts shall not contain any other class of subregion.
      3. (5.4.b) A District may enact provisions pertaining to the following:
      4. (5.4.b.i) Delegation of land use within the District.
      5. (5.4.b.ii) Taxation of economic activities within the District.
      6. (5.4.b.iii) Restrictions affecting goods and/or services within the District.
      7. (5.4.c) A District shall not enact a provision that runs contrary to any national provision.
      8. (5.4.d) If a District is contained by a County, said District shall not enact a provision that runs contrary to any of the aforementioned County's provisions.
      9. (5.4.e) A new District may be created by the Government by enacting a relevant statute.
      10. (5.4.e.i) An existing District's borders may be altered by the Government by way of enacting a relevant statute.
    5. (5.5) shall be created and shall read as follows:
      1. (5.5) The following provisions pertain only to Special Regions:
      2. (5.5.a) Special Regions may enact provisions that run contrary to any other provisions.
      3. (5.5.a.i) EXCEPT the Constitution Act.
      4. (5.5.b) A new Special Region may be created by the Government by enacting a relevant statute.
      5. (5.5.c) A Special Region may contain Districts.
    6. (5.6) shall be created and shall read as follows:
      1. (5.6) The following provisions pertain only to Extraterritorial Regions:
      2. (5.6.a) No legislation, including this Constitution, shall pertain to Extraterritorial Regions.
      3. (5.6.b) Extraterritorial Regions may be annexed by the Government by enacting a statute of which proclaims a new Territory, Special Region or County in part of the Extraterritorial Region.
      4. (5.6.c) All land outside of Counties, Districts, Special Regions or Territories shall be considered Extraterritorial Regions.
  2. ARTICLE 6 of the Constitution Act shall be created and titled ‘JUDICIAL POWERS’

ARTICLE 3 - COMMENCEMENT

  1. This Act comes into force on the day it receives Royal Assent.
